Q: What are the top 3 issues facing Inyo County and how would you address them?

Scott: 1. Housing. We need to build relationships with the city of Bishop, Bishop Tribal Community, and the city of Los Angeles. Without land for housing, we can’t fix the problem. We need to quit working independently so we can build relationships and trust in each other.

2. Business: As we continue to work on the housing issue, we can parallel that effort in supporting our businesses. I agree with the city of Bishop adjusting its ordinances to accomodate more living space on both commercial and residential properties. The county can follow suit and work with existing businesses first and then new businesses. We need to have more incentives for small businesses so our locals don’t have to or need to shop online or go out of town.

3. Building a relationship with the tribal community to ensure trust without stepping on their sovereign nation. They have done and amazing job building up their housing authority, utility district and economic development. Inyo County needs to come alongside of them. We need to build relationships so we can use each other’s programs in a positive way.

Q: What is a challenge unique to District 3 that the rest of the county might not be aware of and how would you address it?

Scott: Being landlocked is not unique to District 3, but an issue we all need to address. We can look to other counties that have worked within bills being passed (such as the infrastructure bill) so we are not reinventing the wheel. San Diego County is leading the way and we can learn from bigger counties such as them.
